How can we open a security locked folder

Hello,
hello,
i was locked a folder like this step
select the folder >right click> select properties> select option 'security'> and select advanced settings> and i change the permissions

now i change my operating system windows 7 to windows8

now i cant change the permission of the folder

how can i solve the problem please help me

You could of only done this as an Admin, So you should know how to undo it as an admin.
The fact that you don`t know tells me your not. So it tells me the file was in fact locked for a reason, maybe by another person, who knows what they are doing. I doubt anyone will tell you. Read up on Admin
