heres the setup although i have posted this before and noone has gave me an answer
i just "rma"ed the mobo

ok i just found an old extra p3v4x mobo and it comes with a 667 mhz p3 slot 1 cpu
having problems with the ps2 port but i will honestly send this to the person who can solve my problem
this has been bugging me for over a month
its an aopen ak77-8xn
xp1700 oem
256 crucial 2700
geforce 4 mx
liteon burner and wd 80 gig hdd
and an antec pp-303x psu
speeze hs/f
this machine will simply not turn on
at first i thought it aws a front panel problem
so i rmaed the mobo and i still can not get it to post
cpu fan wont even spin up
however i do have the red light on so i know the mobo is gettin power
any help at all appreciated

Mobo grounding itslef on the case.
Dud CPU.
PSU supplying power, but insufficient for even a basic powerup.
'on' connection not being made with the on switch jumpers.
Best thing for you to do is to cut the system back to its basics.
Put the mobo on a insulating bit of foam.
plug in the PSU, cpu/hsf, ram and graphics card.
See if you can get that to startup!

Well theoretically the motherboard should only be touching the mounts at the designated holes. They usually hame metal rings that are electrically isolated from the mobo circutry, but there could be some screw or standoff touching some resistor or wire, leading to a short circuit. by starting up on a foam pad u elimate that possibility and reducing the number of connected components is logical. less to trouble shoot.
As for the pins, they seem to be different for each and every motherboard... but to get it started you should only have to short the two power on switch pins briefly to get the PC to powerup. You you dont even have to have the button connected. Ive seen a tech guy do it with a touch of a tweazer.
Just in case, you might want to disconnect the power, remove the bios battery, clear the cmos, reverse the process and try again... just incase some bios glitch was preventing it from firing up.

Going to have to go with the apparent consensus of the group: Perhaps the power switch is connected improperly.
That would be the FIRST thing I would check. Happened to me once. Thought I killed the board. Had to tell the dean. He came over and poked and prodded. Switched two leads. Powered on just dandy. Boy did he hold that over my head!
(had the pwr led and pwr switch reversed).
Once you confirm that your PWR switch IS connected properly, then post back.

my second pc is up and running
its at 1833 mhz now which is amazing seeing as though i didnt change any settings in bios
maybe i left the fsb jumper at 200 or something
but anyways the pc is rock stable!! runs at 36 celsius under full load after that oc

and get a xp1700 chip for $40!!
i did a benchmark and the pc got a 7,xxx
now my other main pc(barton/a7n8x) scores a 14,5xx
but how come i notice the new machine on the via kt400 chipset absolutely destroys the barton in window tasking
i mean everything runs noticebly smoother on a machine that is less than half of the other in 3d mark 2001, 256 less memory and the list goes on!!!)
after comparing pcs now i know that my a7n8 rig is not up to its full potential although the benchmark seems right!!
must be the ram
crashman its a p3v4x asus mobo (only slot 1 compatible up to 1ghz p3) with a 667 chip(these are kinda expensive and old)
maybe we could work out a little trade because im pretty sure the weight is 3 lbs=$10
