Cpu Throttling-g-g-g-g--g-g-g

Hello everyone got a quick question

When i run sandra(burn in ) my computer throttles up and down after the 20 run
(This only occors in sandra)
I have a 3.2e @ 4.0
Could it by any chance be the power supply???
I have a scottie which takes a 130 watts when oc'ed
a 9800aiw, audigy, 4 case fans, dvd, dvdrw, rator, hdtv wonder, floppy, 2 lights, 6 usb ports being used and 1 firewire port being used
And a 460watt silenx powwer supply
Why is it throttlingr???
Could it be the power supply??? will 550 watts stop the throtling

No, it's most likely throttling due to heat.

35-38 idle 40-50 load (but usually closer to 40 50 only in long tests or games)

Your temp readings are wrong.

D0 Prescotts start throttling at 77C or 78C, I forget which.

If it's throttling, it's overheating.

Try touching the heatsink while it's throttling and tell us that it's only running at 50C. In fact, most Scotties IDLE at 50-55C, so I'm 99% sure your readings are way off.

Well my temps can be like 5 or 6 degrees off because i have an asus p4c800-e But not more than that I have the Zalman reserator it keeps things nice and cool
But it doesnt throttle at any other time than on the burn in test in sandra Other than that I have no problems
So anyway Its not the power supply right?

SOrry I thought cpu throttlin was when the core speed increases and then decreases
Anyway thats what I really wanted to ask my cpu frequency flucyuates when under sisoftsandra by +/- 200mhz is that normal?
