Yes there is. All you really need is the original modded D3D9.dll file which was developed for Oblivion. I tested it on my laptop Lenovo Y470 laptop using the integrated Intel HD 3000 instead of the nVidia GT 550m.

It seems the Oldblivion website no longer exists because I can no longer Google it. I provided a link for for the D3D9.dll file in the following thread. The link still works:
