Old topdown space RTS game

Hello guys,

I'm looking for a topdown 2d space RTS game that I possibly played somewhere between 1998/2002 (I believe?).
I've been looking for ages but I just cant find it. It's not one Here's what I remember:

- explore the galaxy with ships from topdown view
-ability to make some form of jumpgates later on in the game (not sure)
- can remember 2 races (there were a lot more), one called Terran and other I thoughth was called Suomi, some green alien like creature.
- politics, I remember I was able to press "Request an audience" and then "give 500" money to increase standings and become allies and eventually when standings were good enough you could form an alliance which gave you control over both camps and both player avatars would show in conversations with other races
- build and upgrade spaceships and raid other starsystems
- terraform planets (one of many many "skills?" you could learn, i believe it was also possible to hire informants to spy on other races.
- build defence stuff on planets like mines and shields.
- a custom gamestart in which you could choose the shape of the galaxy
- all aliens had different skin colors blue/purple/yellow/green/brown etc.
- trough politics had the ability to "declare war" and that way the ability to attack others.
- a starmap that showed all starsystems with the colors of the races.

This aint much to go on but maybe it will ring a bell for someone
