Is this chipset so limited that i will only be able to get approx 220fsb(up from 200),due to the lack of agp/pci lock?

Is there any way around this?

Not in the earlier versions. The ASUS K8VSE-Deluxe Version 2 has a working lock. None of the earlier versions do. I have a Version 1.12 board here. It won't stay stable past 215mhz.

The best workaround is to get a good chipset, like the SiS 755 and nForce3 250.

No. The best would be gotten out of a DFI LanParty NF3-250gb board. You will be held back a little by voltage issues.
