Low FPS in League of Legends

Hello! I was hoping for some help. I have been averaging 20 FPS on LoL, which is very bad. I put all the settings to the lowest they could go, and did all the fixes that Riot support staff suggested. I'm wondering if maybe its because of my machine.

Heres what I have.

H55M Motherboard from Gigabyte
660 i5 Intel Processor
4 GB Ram
7200 RPM 500 GB WD Hard Drive
Sapphire 7750 Radeon GPU
LOGISYS CS51WBK Black Steel ATX Mid Tower Computer Case 480W Power Supply

And I'm running Windows 7 32 bit.

Any suggestions or hints for how I could bring up the darn FPS? I feel like my machine should be able to run it just fine at the lowest settings, and I'm not sure whats going on. Again, I always make sure I have the right updates and drivers, and I've followed Riot's suggestions in posts they have about this topic.

Considering i run it all maxed out with triple digit FPS, im pretty sure your PC can handle it. (it's faster than mine)
I suggest you check your frame rate cap and set it to benchmark.
If that doesn't work, then blame it on your power supply.
It's a no brand unit.

Good to know. I'll try out the benchmark, and if that doesn't work, any ideas for a good power supply? I appreciate the quick response!
