Are you running modded?

Also is it constantly low, or after a long time running the game?

Mods are usually the culprit when it comes to slow FPS in minecraft, especially if they memory leak.

Well seeing as you are not running any mods that can't be the problem. So it may be a good idea to dedicate more RAM to Java itself.
1. Go to control panel
2.Type Java into the search at the top
3.Click on Java
4.Now a small window should open with 5 tabs at the top.
5.Click on the Java tab.
6.Click view
7.Now a box should come up showing you your runtime version which should be version 7 and there should be a empty box in that box put your desired memory in there. NOTE: Java can only use up to 3/4 of all of your Physical RAM apparently.
8.When done press apply then ok.
9.Run minecraft. Hopefully there will be a bit of a performance increase there.

Hopefully that worked...
