daft newbie question

I'm reading lots about 'artifacts' in the forum. I've never even known how to o/c my HIS9800 pro 128mb but I get grahical glitches in most games that I run. Is this image degredation what an artifact is, and if so what could be causing it given that everything in my system is running at std speed?

Yes, image degredation c/b artifacts. Often it looks like snow or dots. There are a number of different kinds.

If not OCing, usually it's heat or a bad/defective card

...also make sure you have the latest drivers, and aren't still using the ones that came with the card. Most of today's games are developed under the assumption that the user will have the latest drivers installed.
