Can I Run Guild Wars 2

I am looking to upgrade my PC to the point where it can run games like guild wars 2. I am sure I am slightly below the minimum specs, primarily because my lack of a dedicated video card. I am looking to upgrade my video card, but I have noticed my power supply is hideous. I am no expert on upgrading computer beyond just putting something into an expansion slot. Would anyone offer assistance on what power supply would be compatible for my PC, So then I can upgrade my video card.

OS: Windows 7 Home Premium 64-bit
CPU: AMD Athlon II X2 255
RAM: 5GB DDR3 Memory
HDD: 640 GB Hard Drive
Video: Integrated graphics using ATI Radeon 4200 -- Dedicated Video RAM - 256 MB
Misc: Mid-size ATX with 250W Power Supply.

Barely. You may run into some issues since you barely meet the requirements.

guild wars 2 appears to be suffering performance issues
I heard something about it uses DX9 and not 10/11 (despite the devs apparently saying something about working with DX 10/11) because someone said it needs to be on console or something

I would recommend getting a new cpu, such as intel core i5 3570k and a new gpu, such as a gtx 660ti, But you need to make sure your motherboard is compatible, which I doubt, so you should just build a new pc.
