You need to give a little more information. Water cooling setup / CPU model.

I get 26-28c Idle with and Athlon64 @ 2.4Ghz / 1.6Vcore
Load = 32 - 35

Maybe his pump is pumping in to the direction of the reservoir instead of visa versa, imagine the horror :o :P
