best cooling for overclocking 3800+ X2?

Hi guys,
I live in Israel = very hot all the time. And i want to overclock my future 3800+ X2, what would be the best cooling solution u can suggest? for convential air cooling, there really isnt a budget problem, and i think i would go with thermalright's xp-120 and put a 120mm panaflo or nexus fan over it. But as for a water cooling option, i am clueless and I dont want to spend too much cash. but then again water cooling will give me a number of stuff - quiet, might cool down the graphic car, and northbridge as well.
so please, gimme some suggestions where to start, thanks.

I would suggest the Thermalright SI-120 because it cools slightly better than the XP model and pair it up with the Silverstone FM121 Fan
