Bus speed tied to PCI-E speed or something...?

Hey guys, i'm at work right now so can't check the exact message, but the other day when I opened nTune, in the OCing thing it gave a warning saying my PCI-Express bus speed was linked to something, caution... I was wondering if you guys knew about this, what it means, what to watch out for, how to change it, what I should do, etc. :)

Ok here's the exact message I get when starting nTune...
