Creating Partitions

I have a primary partition w/ 159 GB of free space. But, i can only shrink it by about 8 GB after defraging the drive. I know about OS files that are written in blocks that can't be moved, but this seems like allot of free space...
Is there any way i can increase this?
I need the extra partition for organizational reasons.
Any help would be greatly appreciated.

I had a similar problem before, and I think I solved it by using a trial version of Perfect Disk. It was able to move these OS files to the beginning of the disk and allowed for a much larger shrink option.

What software are you using to shrink it? try this http://www.partition-tool.com/personal.htm, its free. I had this problem and had to bite the bullet and by a partition manager software, and it worked.
