I plan on building a home theater PC, have most of the parts, just need a
case, video card, and keyboard/mouse.
For the inputs on the TV, it only has composite. I found a cheap video card
using a Radeon 7000 chip that has built-in composite, s-video, and vga
outputs. If I were to simply connect the TV to the card using the composite
cable, would it display stuff from the boot, or would I have to configure it
using a VGA monitor to display from composite, and then it would only
display after it loads Windows?

Depends on the board--if the board vendor did something wierd to the design
or the BIOS then you might have to do some configuring--if it follows the
ATI reference model then it should display the boot screen on all attached
devices.
