700X Won't Power Up

I picked up "another" 700X machine and when I installed a drive and tried to
power up, nothing happened. I pushed the test button on the power supply
and the drive lights all light but nothing else happens. I let go of the
test button and everything is quiet. I can't even get the power switch to
turn of what power there is. I have to pull the plug and the signal light
then goes off.

Any suggestions would be appreciated.............again!
