Monitor with jumpy image problem

The image on my CRT monitor recently started twitching intermittently. It
happens mostly when I first turn it on and seems to settle down after a
while. One thing that's changed is the cpu is now on top of the desk next
to the monitor with about six inches between them (used to be on the floor).
I don't think this is the problem though, as there are many monitors where I
work setup right next to cpus without image problems. Also, if the
interference were coming from the cpu wouldn't the image jitter be
continuous instead of going away after a while? Could my video card be the
culprit?

I would check the electrolytic capacitors. If the movement is sideways,
I would check around the horizontal driver circuits, near the flyback
transformer. Sometimes the higher voltage electrolytic's will loose
some of their value. Check the ones like 4.7 Uf @ 250 volts.
If the twitching is in the up-down direction, check the capacitors in
the Vertical circuits. Use an ESR meter, if you have one.

Regarding this jumpy image issue I'm having, I discovered that if I reduce
the resolution a notch the problem lessens, and if I increase it it worsens
(it a 19" CRT that I usually set to 1152 X 864). Increasing the refresh
rate makes the problem worse as well. Does this suggest that the monitor is
failing?
