Why would Verizon have French as a language option?

Newer model Nokias have French as one of the languages on those
phones.

Because there are places the phones (such as Nokia, LG, Motorola,
etc.) are used such as in Canada (Bell Mobility and Telus Mobility are
CDMA operators in Canada.)

But the Verizon phones are not sold in Canada. My point is that they
don't need French as a language option. You don't need a French
language option to use a Verizon phone in Canada. So it should not be
surprising that Verizon phones with French as a language option might
be hard to find.
