Changing date as guest

hi to all.
my problem is:
At my work I want to change on a previous date a PC settings (as a 2nd user) so the employ can do his work (changing date is essential for what he does), but win7 won't let me saying I don't have permission to do this and that i must ask the administrator . I log on as admin and changing date is going OK of course. Thing is I do not want to let him using the PC as admin.
So question is how I let the 2nd user change date without logging or being on admin mode.( sorry if my English r bad)..

for Acivated : net user administrator /active:yes

for deactivated : net user administrator /active:no

for Password: net user administrator password

This requires the admin password to be known however. If you make the user a "Power User" he will have the rights to change the date, and will not have administrator rights.
