I got error message while I was trying to run smart device application on
Pocket pc emulator for 2002 in virtual pc(server 2003).
Is it possible to work with emulator in virtual pc?

ERROR message: " Emulator for windows ce will not run within another copy of
Emulator for windows ce"

It's a known problem, with no workaround. VPC and the Emulators use the
same emulation engine, and so the emulators think you're trying to run them
inside another emulator instance because they can't tell the difference.

I don't know if VPC 2004 has the same problem, if it has maybe you could try
VMWare instead.
