I added it to the registry, and it was available immediately, without restarting. It's not really a new tab, but a new selection in the slide-out panel on the GeForceFX tab which is under the advanced button in the Settings tab in the display properties. (does that make sense? Display Properties --> Settings --> Advanced --> GeforceFX XXXX --> (expand first entry [GeforceFX XXXX] --> Clock Frequencies)
I don't know which drivers I'm using, but I got the newest ones about 2 months ago. I can't find where it tells you.

It says which drivers you are using right on the page above, in the area
that says coincidentally "version"
its the last 4 digits x.xx.xx.6177

You could get NVhardpage..this allows various tweaks plus can open up all the
extra pages on the control panel...

Use Rivatuner. It goes as far as giving you several options to adjust the
clock speed precision.
