I found the free memory size value of SD card indicated on my 4150 is
smaller than the one on my desktop computer.

Is the Pocket PC os will assign section of the external memory for swapping
just like what it does from the internal memory?

It does not deal with swapping. Windows CE/Pocket PC's memory manager closes
apps to free up space.
