I have an Excel spreadsheet that has protected ranges as well as conditional
formatting. I just wanted to confirm that these features are NOT supported
in Pocket Excel....it appears as though they are not.

That is correct, sheet protection and conditional formatting are not
supported by Pocket Excel.
Try my program SpreadCE instead, available from
http://www.byedesign.freeserve.co.uk/
