Wanted to yaz to know because it took me a long ass time to fix it.
I started getting the "gta_sa.exe has encountered a problem" while
trying to start (double clicking on it's icon) the game. I wont bore ya
with what I tried but it turned out to be a corrupt gta_sa.set file in
the dir "GTA San Andreas User Files" in My Documents.
The final solution, since I didn't have a backup, was to copy out my
save-games, re-install, and copy back in the saves. Pretty sure that's
the user settings... key controls, display, etc because mine were gone
when I copied it back in. So if you have a config you like, backup that
file to another dir.
My only guess as to how it got corrupt is I sometimes alt-tab out of
GTA:SA to check stuff. I've never ran a mod, cheat, or trainer.
Just wanted to save someone the grief I went through today!

If you realised that the .set file was corrupted, then there was no
need to re-install, just delete it and it will be created. I'm not sure
if you mean that you realised it was the .set file after a re-install.
I had a similar problem with VC, I re-installed it and everything
seemed ok, then I restored the .set file and it crashed. Ever since
then I have kept a backup of the .set file.
