Well here is how I do it, hopefully it will answer your question.

I have my PPC set up to sync via activesync with office outlook. Then at
home I have a separate email account set up to check my ISP email. You
set this up by going to Inbox and choose the "Accounts" option>New
accounts. Set it up to check email via POP3.

If you set that up, simply use your PPC to check email before you launch
Outlook express and all the mail will be on your Pocket PC.
