I somehow corrupted the files on my SD memory card. I
have erased everything but the card still shows it is 50%
full. Is there a way to format the card using Pocket
Windows 2002?

First of all there is nothing like Pocket Windows 2002. There is Pocket PC
2002, and Windows Mobile 2003 for Pocket PC.

You can format SD card, but you have to install additional software - try
this freeware tool:
