You would have to contact Toshiba for any warranty claims.
You would have been given the option to create a set of recovery disks from when you first bought it.
If you can't recover using the recovery partition, then you will need to get the recovery disks from Toshiba. They will likely charge you a postage and handling fee.
"I would like to see if you could send me a recovery disk since it is still in warranty"
