How to see another group in the wireless

I have wireless and a get internet I dont know who is the owner but some times I can see other group in the entire net and other times I just see my self group
I would like to know why some time I can see at last the name of the group of the person who is sharing the enthernet and others not?

Wild guess, but, because they are not online? Somepeople leave their WAPs on
all the time, but their computers are only on when they need them.
