When dating Barbara, she gives you the keys to her police Ranger.
It's not stolen, but Pay & Spray still "won't touch anything that hot".

Not that big of a deal, but an annoying oversight on Rockstar's part.

Pay & Spray won't touch police or emergency vehicles. It's always been
that way.

Yeah, I know. It's just annoying because the Pay & Spray is right next
to her barracks and the hideout in el Quebrados has no garage.
I figure that since she gave up the keys, the car isn't "hot", so the
P&S should fix it.
Great game, but there's a lot of little things like that in it that
make me think it wasn't complete when released.

Nah, that's way too minor to complain about. In any case, the police
probably use special paint that's difficult to obtain. The delivery
company that I worked for did that, the blue paint for the vans was a
special shade so they could see if a driver had damaged it and tried to
repair it.

Games even as advanced as GTA operate on rules.

It's very hard to write exceptions to the rule. In any case why would
you want to write such an exception for so little gain.

I don't. As I said, it's not that big of a deal. If I want a new one, I
can simply take the re-spawn outside the barracks.
There are many other things they could have included which would be
more integral to actual gameplay.

They do not take police vehicles. If you want it fixed just put it in your
hideout garage.

Yeah, but you could also be trying to repair a single bullethole in the
windscreen, and have the seats cleaned, and still have the keys...

Well, let's put it this way, if you owned a P&S and some shady looking C.J.
dude came up to you wanting a paint job, would you take his word that the
cop 'gave me the keys' to the car? I know I wouldn't!

garage an asked me to fix a police car whilst holding a minigun, i
would probably not argue too much!

I personally wouldn't believe he had a cop for a girlfriend, although a
small town (Or 'Hamlet') like that and gossip must get around.
