All,
I just downloaded the BIOS upgrade for my Gateway 700XL and the instructions
call for copying the files to a new, pre-formatted floppy disk (do not use a
disk formatted by Windows XP), then boot the computer from the floppy and
use the installer to install the BIOS.
Well, guess what? The computer won't boot from a blank floppy! I'm looking
for an alternate set of instructions.

The floppy diskette must be formatted and DOS BOOTABLE. Apparently Gateway's
instructions are incomplete. Intel provides the tools with its BIOS updates to
first make a bootable floppy, then to copy the BIOS update files. It is a
two-step process and a pain in the backside with XP... Ben Myers

Thanks Ben,
I stuck the floppy into the drive and went to My Computer and checked the
box to Create a Bootable Floppy. I then deleted all the files DOS put onto
the diskette and copied all the files from the BIOS upgrade onto it. Then I
booted the computer from the floppy and everything went OK.
Thanks again,
Turner

You're asking someone from a 4 year old thread. I don't think the OP is still around.
Here's what I found when I searched by your model. I didn't see the 700XL listed, but many of them are listed by their motherboard. Check your motherboard to see if it's listed. If it is, this is your BIOS update.
