From the name, one would think that Pocket Access a mini
version of Access that runs on the Pocket PC? I have
been unable to find any product information about the
product.

I have been able to convert an MDB file into a CDB file
and keep it synch'd via ActiveSynch. I have seen info on
how to use the CDB for retrieving / writing info but am
interested in finding out if there is a "program" that
allows you to view the data similar to the desktop
version. Is it simply a storage medium to replicated
desktop data to the pocket pc?

Pocket Access is/was only available on the Handheld PC -
an older form of Pocket PC with a clamshell and built-in
keyboard design.

To view/edit your Access file(s) on your Pocket PC, either
do a Search on Handango for Database or go straight for
HanDBase at www.ddhsoftware.com

Pocket Access currently is only present in Handheld PCs, the bigger
brother of the Pocket PC with a built in keyboard. The Activesync
conduit is there to facilitate the Pocket Access conversion for those
devices. Still, there are applications that use the .cdb format which
is a result of that conversion. Take a look at Data On The Run
(http://www.biomobility.com/dataon.htm) which is one of these
programs. Another route to use Access compatible databases is to use a
third party application that does its own conversion. Take a look at
Handbase (http://www.ddhsoftware.com) for such a program. If you do a
search on Database in the Pocket PC department of
http://www.handango.com you're bound to find tons of other programs as
well.
