Quick note. Here's another no-stars mission: Amphibious Assault, similar to
Reuniting the Families. Swim through the rocks to the ocean, then swim to
the dock, get out, go anywhere you want, do whatever you want. You can't
get any stars (but you CAN get shot at, under certain conditions).
However, I think it remains foggy (and possibly dark, too) the whole time.
Not sure if you have to do that initial swimming or not. You may be able to
just start the mission at Woozie's and go for it. Not sure.
Good time to go get a Sea Sparrow at the Dam (although you CAN do it even
with a 4-star).

Oh. And this time there are people and vehicles around. As I recall, there
weren't any people walking around outside, nor any vehicles driving around,
during Reuniting the Families. That makes Amphibious Assault a little more
fun. There's stuff to mess with.

Possibly the least-useful no-stars mission is OG's party. At the end of
the assault, so long as you remain in first-person aiming mode, you can
wander round freely, if a little slowly (crouch and sideways-roll is
the fastest move mode). I never bothered to go as far as a building to
see if you can enter them or not. As soon as you exit aiming mode, you
teleport back to Grove Street.
