I use several wireless networks on Win 98 and NT laptops. I just bought a Compaq with DLink 650 card like the others use and only 1/3 of the networks are available. DLink has no idea why. I am thinking of installing Win98 on the laptop to see if it's a hardware problem - not enough power to the PMCIA slot? Unlikely because it doesn't seen anything - transmit or recieve while my Win98 machine does fine. I think WinXP Home Edition is a dumbed down Wi-Fi device from the previous OS's. ipconfig shows hardware not connected....

Nope, the XP Home Edition should not degrade the service. I'd suggest trying
another PC Card NIC or a USB one to see if it will make any difference.
