"Office 95 was released in 1995, almost 15 years ago. It's simply too old but if you have Windows 7 professional or Ultimate it may run (no promises) in what is called XP Mode. This assumes your previous computer was running Windows XP and you had Office 95 installed.
Windows XP Mode
Running Windows XP Mode requires:
1) Windows 7 - Professional, Ultimate or Enterprise
2) A computer that has a CPU that supports hardware virtualization.
3) The Virtualization option must be ‘Enabled’ in the BIOS."
There is no way to upgrade Windows 95, Windows 98, Windows ME, Windows NT4, Windows 2000 or Windows XP to Windows 7. Take a look at this system requirements link. It should be able to answer any additional questions you have!
