Bugs with Frame Limiter off

Hi

I got a new Flatscreen and have to play in a
higher resolution now (1280*1024). To give me the missing
performance back i tried playing with Frame Limiter
turned off.

I knew there is a bug with user-track-radio and
the fender-ketchup-mission, but it seems
i am unable to dive now. At least it takes
ages to go below the surface. I never will reach
ground this way.

Starting the Seaplane is next to impossible.
Ok, i got it into air somehow finally.

The acceleration of all vehicles seems to be slowed down.

Is this fixed in the patch?? If yes, i am going to install the patch
even if i have to put the DVD into the drive again.

What does the setting "Visual FX Quality" really do?

I played around with this and it seems it is only
changing the shadow-quality. It eats a lot of performance
if set to something above low. I really need to have FSAA, Mipmapping
and Filtering turned on, it gives much more quality than
turning on the shadows.

If you want to improve performance, turn the Frame Limiter ON.

I think it depends on the performance of the PC
you are playing at.

On my second PC it is no difference if it is turned
of or on. I guess it doesn't show much more than 25-30Fps at all.

Turning ON the Frame Limiter does many things. It reduces Bugs,
makes moves more realistic, but it doesn't make the game run
faster in any way.

Now i think the best way to get much more performance
for the least cost of quality is setting
"Visual FX Quality" to low.

You machine is similar to mine... 9800xt, XP-M 2600+ and a 1.5Gb ram. I
saw absolutely no slowdown unless doing something odd like a 180 degree
turn in a helicopter over Las Venturas at night... that will load up
the card frame z-buffer.

I run 1,280 x 1,024 with everything max. It's wacky with frame limit
off.

VC runs way too fast so it's unplayable.

In GTA 3 and VC, i had to use the frame limiter on. This was more to keep
the framerate from swinging wildly up and down depending what was going on.
The frame limiter for SA just seemed to be holding the framerate needlessly
for my setup. It's been very stable, and occasionally loads up during heavy
action like any other FPS game would. The draw distance and detail is set
about 90% overall.
Cant say i fiddled long enough to observe any bugs with the limiter on
though. This is with a modest P4 2.8, Radeon 9800 Pro, and 1gig of Corsair
matched memory.

I'm on P4 3GHz@3,5GHz, 9800pro(128MB only) 1GB Ram Kingston.
I used to play with "Visual FX Quality" set to very high
at 1024x768 and FSAA set to 1 in the Game.
Now at 1280x1024 and FX very high, i have to turn FSAA off or it will come
to slowdowns using fast vehikles, not to speak from rain and smoke.

Now i'm playing FX set to low in the Game, 2xFSAA and 16xFiltering
set in the Driver which is looking very good and running fast
without slowdowns. I think i have to get a better card to play
with FX set to something above low at these settings.
