lost certain power user rights??

I have xp pro. I used to have access to system tools programs like defrag
and system restore. A few days ago I tried to acces these programs and I got
a popup saying something like 'you need administrator privlidges to access
this program'. When I pull up properties and hit the security tab it shows
that I should have access to this program.
Any help would be appreciated.

You might have access privileges to the program, but that will do no
good if you don't also have administrative privileges to the entire hard
drive.

I have access to other pograms on this same hard drive??? In fact, I used
to have access to these programs that are no longer working. I work in a
service environment where myself and other employees pick up and close out
our jobs using the exact same laptops running the exact same software.
Everyone else I work with can access these programs but I cannot.
Any suggestions??
