Packard Bell Multimedia 720 Help Me Please

I have a Packard Bell 720 and my system won't let me boot.
I can't even reboot my cd-rom to reinstall windows 98.
Does anyone know how to do this? I heard that if you hold some keys down on
the
keyboard, I can access the safe mode and format my hard drive to reinstall
windows 98.
I don't have a 3.5 disk with the information on it. But I do have the
Windows 98 disk.
Please help me. I am using my friends computer to gather any information to
fix this problem
my lack of funds won't permit me to take it to a shop. : (
