restore default personnel setting after login

Hello,

May i know on windows based platform...got any software
can control the personnel setting for each user
accounts.for windows, do not have such utility to restore
back the default personel setting(change back the dekstop
background which set by other user to original one).
unauthorize user can change any personnel setting while
get the password for the particular account.

Please help on
1. How to prevent unauthorize user to chage the account
personnal settings?
2. If cannot prevent,how to restore back automatically the
original personnal setting after relogin the account?
