then why were people using msconfig to disable it?
I never noticed it but then it never bothered me that it started when my
computer started

It has always been there, at least since HL2 came out. I disabled it when I
got the game on launch day.

I've been running Steam since shortly before it was released as "final"
in mid 2003.. I remember when I installed it and rebooted, Steam
started up.. I checked the options and found the tickbox to stop it certainly never needed msconfig or regedit
Maybe somehow the option disappeared for some people either through a
bad update or a bug.. but I know it was always there on mine
