Yes, that is good.
It also depends on the rest of your system.

I have P4C 2.6 @3.19GHz and 1G PC3200 4:5.
I can overclock the core (96000 pro) to 470 only with arctic silencer. So,
your 481 is really good. My memory can go up to 350 (700 effective). I get
4060 3dmark3. I have got 4100 when overclocking the core to 490. But, that
is not stable.
