Can't access control panel

Hello,
I cannot access the control panel or my computer from the start menu, or any where else. It brings up an error message saying System call failed.
Help?

Windoze XP ?? Try reinstalling, right over existing, then you can go the repair route or do a full install, without having access to your system it seems that either some of your ntsys or win32 files or both may be compromised ...Updated your AntiV lately ???

Um, I did update it a couple of weeks ago. I'm pretty sure it may be a virus. I was thinking about restoring the computer, but I don't know if that will erase some important files I've saved on here recently.
