Hi,

We are currently learning .Net with the project goals of creating
PocketPC apps. The first apps would use active sync to transfer data
with a SQL backend with wireless connectivity possibly happening
later.

Working in a hospital, we need to encrypt the data and meet HIPAA
standards.

Any information and resources for creating such apps is greatly
appreciated.

Also, which language is most used for .Net pocketpc apps: VB or C#?

You may want to try some of the microsoft.dotnet groups for more
development info. But you could go with either programming language
because they both interact well with SQL and allow the sql encryption
(which is a must under the HIPPA compliance standards).
