Can't boot on windows 7, no cd/dvd

I have a laptop originally installed with Windows 7, but overnight, something messed up and now it cannot boot into Windows in any kind of safe mode, and repair does not work. I can enter the BIOs, the safe mode options, boot options, and recovery options, all of which does not fix the issue. Most forums advise to boot via CD but for this laptop I don't have one. There is an option to boot via network, but I do not know how to do this - can anyone advise on the best course of action?
 
Try holding down 0 (zero) with the laptop off and then while still holding it down, power it on. From there you should be presented with an option to enter the recovery partition and the system restore area. Try a system restore first, but if that doesn't work, go with a recovery. Keep in mind that a recovery will wipe your files out.
