Search a little more. There is a way out.

It took me a while to find the way too. IIRC, you run out of the building, then
around it to the left and back towards the railway line. There is a damaged bit
of fence that you can climb over here.

Climb the ladder half way. Jump on the train and go till the next ladder on
the other side.
