Network and sharing centre -> Set up a new connection or network -> Connect to the internet. Follow the steps from there.

Start>Control Panel.

Then depending on your view-either

Network and internet>View Network Status & Tasks

or Network & Sharing Center>Set up a new Connection>Connect to the Internet>Next>Broadband.

That last choice of course depends on what type of connection you want. Broadband through Phone Line, Cable, Wireless.

I obviously take it that you're not trying to use dial-up, right?
