ad server redirects don't work in XP ser pack 2`

We use simple ad tags in our newsletters that pull images and urls from our
ad server without using javascript. For some reason Win XP users can't click
through. Anyone have a clue?

Sample tag:

target="_blank"><IMG

The user clicking on this ad would normally get a redirect to the ad's url
ex: www.sacbee.com, but users with XP pro load
http://ads.nandomedia.com/RealMedia/ads/click_nx.ads/www.sacbee.com/newsletters/travel@cobrandsky2?123456
into the address line, then stop without going to the redirect.

Help!

And this is a bad thing, WHY?

In XP SP2, IE's default settings for the Internet zone disables META
REFRESH. If you want to work around this on the ad server, have the server
return a 302 Redirect code with the new URL instead of relying on the
browser to honor META REFRESH.
