I picked up a router and adapter from Netgear and struggled attempting
to connect a desttop xp with a desk top win978 1st ed.

Called the tech people who advised that since 1st ed. lacks ICS,
neither their or any other wireless system will work.

Is this the straight story? Is there a fix, or do I need to upgrade
the 98 unit?

The "fix" isn't impossible, but it's cost will be probably much more
than cost of your upgrade to SE, or even to XP (including a new desktop machine).
