The 9800 Pro attaches directly to the power supply but is it doing that
for a 12V or 5V supply? Or if it is both which is more important?

I'm deciding between two supplies, one more expensive but higher rated.
But the more expensive one only provides extra power on the 5V & 3.5V
rails not the 12V one.

TIA

It is only 12V and a good quality 300W will run it fine, I had a 2.8G P4,
3xHD, 1xCDWR, 1x DVDWR, sound card, extra ethernet card etc and it ran fine
with an Aopen 300W supply. I have upgraded to an Antec 430Wsince I got a
6800 but even with that it was not needed.
