I know and trust the source of the file. The Windows documentation tells me
to select properties and check "unblock", but there is no Unblock checkbox.

I've never experienced this before, and have done this many times in the
past, but I've just had to do a new install of WinXP Home after a HDD
failure.

What am I missing?
