Execute a program with an administrative account

My user has an bacic account in a windows XP professional workstation. When
he uses a scanner program he receives a permission error. I guess the program
tries to execute some task not permited to a basic account.
How I configure windows to automatically execute this program with
administrative permission?
If I use the runas command how can I pass the password account to?

Different RunAs products listed here, some free and some not, some
with encryption option for the password as well:

You may also want to check out PolicyMaker Application Security
(previously NeoExec), the main difference is that it does not require
the use of a second account, as most other RunAs derivatives requires.
